However, proponents argue that the HFC deal is a unique performance. The air services agreement has been criticized for being too weak and the world has not even started testing the effectiveness of the Paris Agreement, which is a collection of voluntary commitments. However, the Montreal Protocol machine has proven to be extremely effective in promoting and disseminating environmentally friendly technologies worldwide. The pact comes amid a flood of international climate change activities. On 6th October the International Civil Aviation Organisation of the United Nations concluded an agreement aimed at slowing the growth of emissions from international air transport. The day before, the European Union had pushed the world above a critical threshold by acceding to the 2015 Paris climate agreement and ensuring that the pact enters into force this year. Sixteen industrialized countries, including the United States, responded yesterday with a pledged global commitment of $27 million to the Multilateral Fund of the Montreal Protocol to help poor nations transition from HFCs and improve energy efficiency.

Nineteen private donors, including Microsoft founder Bill Gates and multi-billion euro financier Tom Steyer, have supplemented it with $52 million for efficiency. Money depends on an “ambitious” deal. Public sector resources would only be allocated to next year`s measures and would help poor countries comply with a change with “a sufficient early freeze date”, which is expected to be adopted this year. Negotiators from 197 countries reached a historic agreement on reducing emissions of chemical refrigerants that contribute to global warming.
